Not safe for TV

Charlie Hebdo is not only releasing its next publication on time, but it will be printing 3 million copies instead of the usual 60,000, and it will be published in 16 languages. However, as reported by Rachel Maddow, MSNBC and other US news outlets will still refuse to show the new cover of the publication because it depicts the prophet Muhammad.
What is the message being sent here? Are they afraid? Are they being politically correct? Is this image considered not safe for TV?
It will be interesting to see who will show this image and who does not. This is not just about freedom of speech anymore. This is about censorship, how much of our news is censored, and why?
